Flash better than html?

Flash is an animation software designed for creating animation on web pages. Can it be said that it is better or less effective than the html software?

Flash has edges over the HTML pages in certain ways. First of all flash is a vector based animation software. So as the vector graphics aren’t heavy by script, so they are generally ideal for the designing wed pages.
Further, unlike the HTML, flash movies load faster and thus save time in downloading. In flash there is no need to reload the movies, as flash can intelligently detect movie loading files. There are certain loopholes in the flash software in the sense that the text in flash is rendered and displayed slowly. They are also less noticeable than the text in the HTML.
Moreover, unlike the HTML t flash development comparatively takes more time. In spite of all these draw back flash is still widely used in designing the web pages. Especially in creating complex animation that is not possible in HTML.
