Hi. I have recently moved to canada., i keep seeing advertisements on c. Is it like lotto, some kind of lottery?

Your guess is close enough. Loto Quebec is essentially from the province of Quebec in Canada. It is a government agency and it primarily develops and operates lotteries. The idea behind having a government agency operating lotteries is to ensure that lotteries are operated in a systematic and effective manner.
It came into existence in 1969 and since then was given the authority to implement and regulate public lotteries. However, it has not stopped there and has received authority to operate 3 casinos, restaurant and hotel services that are affiliated to casinos.
It also operates a video lottery network and network of bingo activities. Interestingly, Loto Quebec has a program that aims at prevention and treatment of something called compulsive gambling.
