File a complaint against somebody for harassment?

Here is my problem: i live in an apartment building and my next door neighbor is always harassing me. I would like to know how to file a complaint against him and to whom? Thank you

Hello,
Harassment is unacceptable and should never be tolerated under no circumstances. Here are the actions to be taken as soon as possible. First of all, try to confront the harasser. Tell him what hurts you by using a particular expression. If your neighbour is too noisy for example, tell him " I am unable to sleep and I am exhausted because I hear your music in my room". By saying " I feel ____ because ____ ", the aggressor understands your feeling and he does not feel accused – that way he could be more willing to change. If it does not work, call your town hall to get the services of a mediator. If it still does not work, there are two solutions. Either you appeal to criminal procedures which would impose him a fine in addition to a refund of damages. Or you can appeal to civil procedures. It will make an end to this by ordaining the cessation of the disorder with a a refund of damages.
