Joint home loan application

Me and my brother jointly want to buy a home worth rs 32,00,000. But neither of us has salary more than 18,000. Bank refused to give such a large amount as home loan as our salary is less for that. Can we both apply for the same home as joint salary will be 36,000? Do we have to show the documents twice? Please advice.
